June 2, 2020: His Excellency Ambassador Dr. Bashir Mohabbat had the honor of receiving a courtesy call by Mr. Kazuhisa Arai, Director General for the Evaluation Department; and Mr. Kensuke Tsuji, incoming Senior Director of the Public Governance and Finance Management Team, both of the Japan international Cooperation Agency (JICA), at the embassy here in Tokyo. Also in attendance were Mr. Najibullah Safi, Counsellor & Deputy Chief of Mission, and Mr. Nasrullah Rozbeh, Second Secretary for the Embassy of the Islamic Republic of Afghanistan in Tokyo.

Messrs. Arai and Tsuji thanked H.E. Dr. Mohabbat for making time in his schedule to meet and expressed sincere thanks for the warm welcome of their visit. In return H.E. Dr. Mohabbat thanked him for his kind words and expressed his appreciation for Messrs. Arai and Tsuji’s time for meeting. Moreover, Mr. Arai thanked H.E. Dr. Mohabbat and all the diplomats of the Embassy and official of Ministry of Foreign Affairs Afghanistan for their support and assistance over the years. Additionally, he formally introduced Mr. Tsuji to the Embassy who himself wishes for a smooth transition from the former Senior Director, Mr. Katsunori Uehara, and continuation of the warm bilateral cooperation under the tenure of Ms. Tsuji.

On behalf of the people and Government of the Islamic Republic of Afghanistan, H.E. Dr. Mohabbat, extended through Mr. Arai to outgoing Mr. Ueahara gratitude for his service over the years and wished him the best in all his future endeavors. H.E. Dr. Mohabbat expressed to Mr. Tsuji his assertions to continue the close and friendly relations they have enjoyed over the years under Mr. Tsuji. Further, H.E. Dr. Mohabbat thanked the people and Government of Japan – especially JICA - for their long support and assistance of the people and Government of Afghanistan over the years. He noted how important their relations are with the noble nation of Japan, who has stood with Afghanistan during the rebuilding process, striving to help bring further peace and security to Afghanistan. He particularly thanked them for the remarkable PEACE Program which has provided invaluable scholarship opportunities to Afghan students who return to Afghanistan with a rich knowledge earned in Japan to help continue the momentum of Afghanistan’s progress.

Mr. Tsuji expressed his thanks to H.E. Dr. Mohabbat and shared the optimism for the relationship between Japan and Afghanistan growing ever more so. Messrs. Arai and Tsuji further discussed the many upcoming new prospects and plans JICA has in store by ways of opportunities for Afghanistan. Those present further discussed topics of mutual interest.
